Ohio enacts House Bill 497 for efficient county governance

Ohio Governor Mike DeWine has enacted House Bill 497, a legislative measure aimed at enhancing the efficiency of county government operations. The bill was sponsored by Representatives Roy Klopfenstein and Brian Stewart.

"H.B. 497 reflects our collaborative effort to modernize county operations and remove outdated barriers," stated Representative Klopfenstein. He emphasized the importance of working with the County Commissioners Association of Ohio and other stakeholders to create a law that supports effective and responsive county governance while ensuring transparency and accountability.

The new law includes several provisions designed to streamline processes for county improvement projects, update public notice requirements in line with digital advancements, and increase flexibility in hiring practices within public children services agencies. Additionally, it seeks to modernize procurement rules, simplify property donations to nonprofits, and clarify compensation and practices for coroners.

Representative Stewart highlighted the significance of updating long-standing provisions: "Some of the changes we’re making to improve efficiency on the county level include updating provisions that haven’t been reviewed since the 1950s." He reiterated his commitment to advocating for policies that enhance government efficiency across all 88 counties in Ohio.

Stewart further noted, "By cutting red tape and modernizing procedures, we’re empowering local governments to better serve their communities."

House Bill 497 is set to take effect 90 days following its signing into law.
