State Senator Theresa Gavarone | The Ohio Senate
State Senator Theresa Gavarone (R-Bowling Green) has introduced Senate Bill 277 in the Ohio Senate. The bill aims to give parents more authority to allow their children to participate in independent activities without the risk of being investigated by Child Protective Services.
“In Ohio and across the country, there have been instances where Child Protective Services was called on parents, not because of abuse or neglect, but simply because their children were walking to school, riding their bikes, or playing outside on their own,” said Senator Gavarone. “There is a growing problem of adolescents entering adulthood without the skills to navigate it successfully. Children need opportunities to make decisions, build responsibility, and develop confidence—and parents should be able to guide that growth without fear of being reported.”
The legislation clarifies that children should not be considered abused or neglected solely for engaging in independent activities, provided those activities are safe and suitable for their age, maturity, and abilities. Examples include walking or biking to school or stores, playing outside, staying home alone for short periods, and similar actions.
“Independence is a skill, and skills are learned by practicing,” Senator Gavarone added. “We want to protect children from real harm, but we also want to protect families from unnecessary interventions when children are simply exploring the world around them in safe ways.”
Senate Bill 277 has been referred to the Judiciary Committee for further review.
